Working the Edges of a Fixed Conference Rate

Two numbers on one page

The IAAPA Public Affairs Conference runs March 1 to 3, 2027 in Washington, D.C. The conference page publishes a registration price and a hotel rate in the same scroll. Registration is $499 for members and $999 for nonmembers. The hotel rate is $349 a night plus taxes and fees at the Sofitel Washington DC Lafayette Square, 806 15th Street NW. Early bird rates end December 31, 2026, and the page prints no separate early bird amount.

The hotel terms sit in the Know Before You Go block on the same page. The registration fee excludes accommodation and airport transfers. Attendees may arrange their own accommodation.

What the block covers

The page publishes the rate for stays from March 1 to 3, 2027. The booking portal behind the hotel link carries the block window: it opens February 25, 2027 and closes March 8, 2027. The cut-off date reads February 9, 2027 at 4:59 p.m. Eastern, and the page states that rooms are limited.

Two nights at the published rate come to $698 before tax. The District's transient accommodation rate of 15.95 percent adds $111.33, which puts two nights at $809.33. One night with tax comes to $404.67. The Office of Tax and Revenue extends the 15.95 percent rate through September 30, 2027, so every night of this stay carries it.

The federal benchmark for the same nights

The GSA per diem for Washington, D.C. in March 2027 is $295 a night for lodging, with $92 for meals and incidentals. The block rate sits $54 above the lodging ceiling, which is 18.3 percent. Two nights at the cap come to $590 before tax. Two nights in the block come to $809.33 after tax, a difference of $219.33 across the stay.

Apply the 15.95 percent rate to an open-market quote before setting the two side by side. A quoted $300 room becomes $347.85 a night once the tax line lands on it.

Three questions to put in writing

The conference page carries no cancellation clause for the registration fee and no cancellation term for the room. The portal itself states that a guest can book, modify or cancel a reservation at any time. Ask the property for the room's cancellation window and the date it takes effect. Ask IAAPA for the registration refund term. Both answers decide whether a booking made in November is reversible in February.

Ask whether the group rate reaches the night of March 3. The published rate covers stays from March 1 to 3, and a fourth night is a separate request.

The order to book

Price the open market for the same two nights first, with the tax applied to both sides. Hold the block rate before February 9, 2027 at 4:59 p.m. Eastern if it wins on the all-in figure. Register before December 31, 2026 to hold the published fee.

Registration includes admission to the IAAPA Meetup at the National Geographic Museum of Exploration on the evening of March 2, 2027.

What the platform does in the District

hotelhaggle.org is an RFP marketplace for group hotel bookings: a planner submits one room block request and hotels answer with rates. The seller of travel page, last updated October 24, 2026, lists Florida, Hawaii, Iowa and Washington as states the platform cannot serve. The District of Columbia sits outside that list.
