The base tier has to stand alone
Metropolitan Washington Restaurant Week returns in January 2027. RAMW publishes the rules that govern every participating menu, and one rule decides the conversation at the table.
The rule is titled Base Value Protection. A restaurant may offer premium upgrades, supplemental items and add-ons for an additional fee. A full three-course meal must still be available entirely inside the base promotional price. The page states that diners must not be forced into an upgrade to complete a three-course meal.
That sentence carries the whole negotiation. The $40 dinner is a complete dinner. The upgrade is a second purchase.
The tier ladder
RAMW fixes the price points. Lunch and brunch run at $25 or $35 a person. Dinner runs at $40, $55 or $65 a person. Each restaurant picks the tier that fits its menu.
The promotion site lists restaurants against those tiers. Its filter menu offers $25 Lunch, $25 Brunch, $35 Lunch, $35 Brunch, $40 Dinner, $55 Dinner and $65 Dinner as separate choices, and each listing carries its own set of price points.
The gaps are plain arithmetic. Dinner at $65 sits $25 above dinner at $40 and $15 above $55. Lunch at $35 sits $10 above lunch at $25. Across a table of four, the move from $40 to $65 adds $100.
Pairings are an add-on
RAMW treats a beverage as a separate purchase. Optional pairings, flights and cocktails may be offered as an add-on or an upgrade. They cannot substitute for a food course.
The rules define a course as a distinct solid food item, typically a starter, a main and a dessert. Side dishes and cocktails do not count as courses.
The FAQ adds the price position. A restaurant may include beer, wine or a cocktail inside the offer, and pairings are not expected to be included in prix fixe pricing. RAMW publishes no pairing price.
What the base price leaves out
Three items sit outside the promotional price. Beverages are excluded unless the restaurant designates a pairing add-on. Gratuity is excluded. Local sales tax is excluded.
A diner who orders the $40 tier and one cocktail pays $40, the cocktail, the tax and the tip. The rules make that stack legitimate. The sentence worth holding is the one that keeps three food courses inside the $40.
No blackout windows
RAMW forbids time restrictions on the promotional menu. A restaurant cannot confine the offer to an early bird window, a specific seating time or a quiet hour. A restaurant open for dinner and registered for dinner must offer the menu from open to close.
The programme runs seven days. A participating restaurant must offer the menu on every regular operating day of the selected service for the full period. Brunch may run Saturday only, Sunday only or both days. Brunch cannot be the only service a restaurant registers.
What to ask before the order
Ask which three courses sit inside the base tier. Ask the price of every upgrade before the order leaves the table. Ask whether any pairing is required with a dish.
A restaurant that cannot name three food courses inside the base price has stepped outside Base Value Protection. The diner holds a published sentence for that exchange.
The same question at a hotel
The structure repeats across the same January week in the same city. The 2027 TRB Annual Meeting runs January 10 to 14 at the Walter E. Washington Convention Center, with a hotel block at $203 a night.
TRB has negotiated the federal per diem rate at $203 for every hotel in its block. The terms beside it stay open. The organizer publishes valet parking from $48 to $80 a night, self-parking at $43 at Washington Plaza and $58 at Westin Downtown, and breakfast included at six properties.
The $80 valet rate equals 39.4 percent of the room rate. Over four nights, self-parking at $43 costs $172 against $320 at the $80 valet rate, a difference of $148. The room rate holds at $203 and the parking line stays open.
Hold the published base. Ask the extras to move.
What the pages do not publish
RAMW states that the promotion returns in January 2027 and prints no dates. The tier list and the rules are live. The seven dates are not.
The washington.org January 2027 calendar lists museum shows, seasonal ice rinks and the auto show from January 22 to 31. It carries no restaurant week listing and no price tier.
The rules page records what a restaurant risks. Failure to follow the standards brings immediate removal from the current campaign and disqualification from future promotions. Menus are uploaded as PDFs and reviewed by RAMW for compliance.
